COMBINED PUBLIC SAFETY TRAINING CENTER IN WASHINGTON COUNTY
This document reports the results of a yearlong initiative to examine the potential for establishing a consolidated public safety training center for Washington County located on the campus of Hagerstown Community College (HCC). The idea for a joint training center, including its potential location on the HCC campus, has been discussed for many years. For example, in the 1998 report, Comprehensive Study of Emergency Fire and Medical Services Delivery for Washington County, Maryland, the “Study Team recommends that the Washington County Board of Commissioners, the Washington County Volunteer Fire and Rescue Association (WCVFRA) and representatives from the Hagerstown Fire Department are encouraged to pursue discussions to determine the direction for development of a training center. College administrators should also be included in the discussion to assess their interest….”1
Following the publication of the Buracker and Associates study, the Washington County Board of Commissioners established the Emergency Services Council and asked the Council to review and evaluate the more than 120 Study recommendations. The Council included representatives from the Board of County Commissioners, the public-at large, and the fire and medical services sector and stated as its objective to “help the Board of County Commissioners develop a long term strategy that:
