Food Policy

The genesis of this book is the confluence of past and present food and nutrition policy. Each generation of people interested in the topics of food and nutrition start with a certain grounding and basis in the knowledge then currently agreed on. The elder author of this book struggled with seven food groups in school, the younger author learned about four. Those four food groups are now so entrenched in our dietary guidance that we chose to reflect that organization in this book; with a chapter dedicated each to Milk, Meat, Grains, and, last but not least, Fruits and Vegetables.
Although this book is not meant to be a nutrition textbook, some of the chapters have more detailed nutrition information than others; those interested in food policy may gain some exposure to nutrition perspectives and nutrition students may gain a perspective on food policy issues. We aim to illustrate how the past gave rise to the present. Today, we may struggle to perceive why people did not immediately embrace the benefits of pasteurized milk. Illuminating how current policies arise from choices made (or abandoned) informs us that just like knowledge, food policies are mutable, and subject to our change.
Building from definitions, this chapter introduces certain concepts and themes that are helpful when examining controversies or implications of food policy in the United States. This chapter also highlights useful information such as a short description of the federal agencies primarily involved in US food policy, the key role of the Commerce Clause and conceptual questions examining American values around the right to know, the nature of risk, and the balancing of economic interests. But a note of caution that although these brief explorations are meant to inform your reading of this book, they are not intended to parallel the remaining chapters; this introduction is not outlining the remainder of the book. We start by asking questions.
