This book looks at the specific institutional arrangements and the policy
choices that underpin the management of public finances in the Latin
American and Caribbean region. It draws primarily from a sample of publicly
available Country Financial Accountability Assessments and Country
Procurement Assessment Reports undertaken at regular intervals by the
World Bank and its development partners.
Until 2004 both CFAAs and CPARs were part of a suite of core diagnostic
instruments that were maintained and updated for all countries
with which the World Bank was engaged.1 Since then, public financial
management diagnostics have been driven by country-specific circumstances
and requirements—that is, their nature and scope are based on the
type and level of Bank engagement, country priorities, and the availability
of information from other development institutions and the country itself.
