In these Briefings,I noted the change in the UK’s position and role in world affairs
from the 1960s to the 1990s. I noted the changing function of the MoD (and its
predecessors),over the centuries, from producer to procurer of arms and equipment.
I examined the effect of the aggressive policies introduced by Sir Peter Levene
as Chief of Defence Procurement in 1981. His value-for-money initiative with its
hard emphasis on competition,with no special consideration for UK firms,certainly
altered the face of defence procurement.This situation was exacerbated by the
ending of the Cold War and the subsequent changing mission of the UK’s armed
forces coupled with the inevitable, and not yet concluded, marketplace rationalisation
of the defence industry in the UK and around the world.Governments
came and went,policies arrived (the Private Finance Initiative and the Competing
for Quality policies are examples),budgets were reduced,but the experience of
dealing with the MoD remained much the same.
