AN ASSAULT ON POVERTY

Poverty has been a bane of humanity for all of recorded history, so
much so that it has been accepted as a permanent feature of human
existence without attracting the moral indignation and practical revulsion
that it should. The globalization of prosperity and overconsumption
has produced the globalization of poverty and despair. This, in
turn, has created a growing awareness of the human, material, and
environmental waste that accompanies poverty. Poverty has grown
and spread to such an extent that it now threatens social and political
stability and is a serious block to the attainment of sustainable development.
Fortunately, with the worldwide recognition of the extent and
depth of the problem have come the knowledge, skill, and capital to
eradicate this blight of human insensitivity.
In 1993, the Economic and Social Council of the United
Nations, in recognition of these facts, instructed the Commission on
Science and Technology for Development (CSTD) to examine the use of
technology for small-scale economic activities to address the basic
needs of low-income populations. Subsequently, CSTD established the
Panel on Technology for Basic Needs (PTBN), from CSTD’s members, to
conduct an in-depth study of this issue and to report to the second session
of the CSTD, held in May 1995.
PTBN adopted a new working style: its members not only
reviewed existing data but also conducted studies and provided information
on the topic from experiences in their own countries during the
intersessional period. The United Nations Conference on Trade and
Development (UNCTAD) Secretariat was accordingly called on to review
the work conducted by the United Nations on this subject and to support,
in general, the activities of PTBN. PTBN, therefore, took full
responsibility for the results of and inferences drawn from this
endeavour
